Earlier this year you were very supportive to us at MG ALBA in our bid to secure increased BBC funding for the Scottish Gaelic language channel, BBC ALBA. We appreciated your support enormously. I wanted to write to let you know how our case is progressing, and to ask, if we may, for your further support.

We had sought to ensure that the new BBC Royal Charter contained specific provisions requiring the BBC to contribute an increased amount to the channel – specifically to match the 10 hours per week of new programmes the BBC contributes to the Welsh channel, S4C.

While the Framework Agreement that accompanies the new Charter expressly states (for the first time) that the ‘BBC will continue to support minority languages through its partnerships with S4C and MG ALBA to deliver television services in Wales and Scotland respectively’, there is no specific provision requiring increased BBC investment in BBC ALBA.

We therefore continue to make the case for the need for, and the value of, increasing BBC investment in the channel.

We understand the BBC will not be in a position to be clear about what, if any, increased funding will be available to BBC ALBA until the end of March 2017. We are therefore of the view that this is a pivotal period for all those with an interest in BBC ALBA to join us in making clear the arguments to the BBC for increased investment in the channel, and the benefits of a strengthened BBC ALBA.

We are making the case directly to the BBC, but we would also appreciate your continuing support, by writing to Tony Hall, BBC Director General, and to the Director of Nations and Regions, Ken MacQuarrie, stating why you believe the BBC should invest more in the channel.

The essence of our rationale is that:

  • - audiences are underserved because current funding means a 74% repeat rate

  • - the current funding creates specific gaps in children’s programming, news, programming for learners, among others.

  • - the inability to fund new programming is challenging the future of the channel, and undermining the remarkable success achieved to date. That in turn risks the status of Gaelic in Scotland, and its status within the rich diversity of the UK.

  • - the BBC should have a clear, consistent supportive policy on the UK’s minority languages, because they are cultural and creative assets which enrich all of the UK.

  • - the BBC should articulate and champion that policy centrally, and not devolve the question of Gaelic broadcasting, and its funding, to the BBC in Scotland.

  • - the BBC should not make Gaelic language programming compete for limited resources within Scotland; its funding of Gaelic broadcasting should be principles based.

We have proposed a BBC investment plan for BBC ALBA which addresses current audience deficits by leveraging existing BBC public service strengths and priorities, including news, current affairs, programmes for children, young people and learning; it also seeks growth in depth and impact of other genres. The additional output sought is modest, but would take the BBC’s commitment to the desired 10 hours per week and therefore would allow the channel to broadcast around 3 hours per day of new programmes (cf to current BBC ALBA original output of 1.9 hours per day, 5 hours per day at Irish broadcaster, TG4, and 8 hours per day at S4C).
